Capella vs Cameo: which MBSE tool should you use?

Capella is free and open-source, built around the Arcadia method; Cameo is the commercial SysML standard with DoDAF/UAF and simulation. How to choose.

The crux: method vs. language

The most important distinction between these tools is often misunderstood: Arcadia is a method, and SysML is a language.

A method prescribes how you engineer a system — what phases you go through and in what order. Arcadia defines the phases (Operational Analysis, System Need Analysis, Logical Architecture, Physical Architecture) and the reasoning behind each transition. Capella is opinionated and purpose-built to guide engineers through exactly those phases.

A modeling language defines notation and semantics — what elements you can create and what they mean. SysML is an open OMG standard that gives you blocks, ports, interfaces, requirements, parametrics, and behavior diagrams. Critically, SysML is method-agnostic: you can apply many different engineering processes — INCOSE, DoDAF/UAF, your own organizational process — using SysML models. Cameo, being SysML-based, inherits that flexibility.

So: Capella ties you to Arcadia. Cameo (via SysML) can be used with many methods and frameworks. That distinction should drive your choice more than any feature checklist.

Capella and Arcadia

Capella was created at Thales in 2007 to support Arcadia internally, then open-sourced in 2015 through the Eclipse Foundation's PolarSys working group (the Clarity project). It is licensed under the Eclipse Public License 2.0 — no license fee, no seat count, freely distributable.

The tool's modeling language is Arcadia: its own metamodel, not a SysML profile or extension. Diagrams in Capella represent Arcadia concepts — operational activities, functional chains, logical components, physical links — not SysML blocks and ports. This is not a weakness; the language is tightly integrated with the method, and that tight coupling is precisely what makes Capella effective for Arcadia practitioners.

The trade-off is lock-in to a single method and a single tool ecosystem. If your organization, program, or customer requires SysML deliverables or uses multi-vendor toolchains expecting XMI interchange, Arcadia models don't fit that picture natively.

Cameo and SysML

Cameo Systems Modeler is a commercial tool from No Magic, acquired by Dassault Systèmes in 2018 and now part of the CATIA Magic family within the 3DEXPERIENCE platform. It is built on the MagicDraw platform and implements SysML — the Object Management Group's open standard for systems modeling.

Beyond the core SysML toolset, Cameo brings:

  • DoDAF and UAF support via the UAF/UPDM plugin — essential for US DoD and NATO programs that require formal architecture framework deliverables.
  • Simulation via the Cameo Simulation Toolkit, which executes SysML state machines, activity diagrams, and parametric constraints against a model.
  • Team collaboration via Teamwork Cloud, a server-based version control and concurrent editing platform for enterprise model repositories.

NOTE SysML v2 — a redesigned metamodel with a standardized text notation and API — is available in the Cameo 2026x release, though availability varies by edition. Interoperability and standards

SysML's status as an open OMG standard has a practical consequence: broad multi-vendor tool support and XMI as a common interchange format. Models in Cameo can be exported via XMI, consumed by other SysML-supporting tools, and integrated into toolchains (requirements management, simulation environments, PDM systems) that speak SysML or OSLC.

Capella's Arcadia language is Capella-specific. Moving data out of Capella and into another tool requires a bridge. Obeo's SysML Bridge for Capella is the most-referenced option; it transfers model data, though bridges generally do not transfer diagrams. If your program has downstream tool consumers expecting SysML artifacts, plan for a translation step — or reconsider the tool choice upstream.

Where each tool is used

Cameo is widely used in US defense, aerospace, and space programs. Named adopters include NASA/JPL, Boeing, and Lockheed Martin. Its SysML foundation and DoDAF/UAF support align with US DoD framework requirements, and a large contractor workforce has been trained on it. If you're entering or bidding on US defense programs, Cameo is the tool you will encounter.

Capella has strong adoption in European industry. Named adopters include Naval Group, Digitale Schiene Deutschland, ArianeGroup, and CNES. Thales's influence — as the originator of the Arcadia method and a major European prime — has seeded Capella widely across European aerospace and rail programs.

There is no reliable public market-share data for MBSE tools. Neither tool is the undisputed global leader; they're dominant in different ecosystems.

How to decide

Choose Capella when:

  • Cost is a constraint — you need a capable MBSE tool at zero license cost.
  • You want a guided, prescriptive method and are willing to commit to Arcadia as that method.
  • Your program or organization doesn't require SysML deliverables, DoDAF/UAF compliance, or multi-vendor SysML interchange.
  • Your primary ecosystem is European industry where Capella is well-established.

Choose Cameo when:

  • You need the SysML standard — for deliverables, customer requirements, or interoperability with other SysML tools.
  • Your program requires DoD framework compliance (DoDAF/UAF) or formal simulation.
  • You work in US defense, aerospace, or space where Cameo is widely used and contractor expertise is built around it.
  • You need enterprise team collaboration (Teamwork Cloud) or commercial support contracts.
  • You want method flexibility — the ability to apply different SE processes to the same model base.
